Kenyans invited to submit views on proposed population and development council
To effectively carry out its mandate, the council may establish offices across Kenya. It will be managed by a Board responsible for its leadership and management.
The Senate is inviting Kenyans to weigh in on a proposed law that seeks to establish a new council responsible for coordinating the country’s population and development agenda.
The Bill, Kenya National Council for Population and Development Bill, 2023, is currently under review by the Standing Committee on Finance and Budget.

"Pursuant to standing order 145(5) of the Senate Standing Orders, the Committee is required to facilitate public participation on the Bill and to take into account the views and recommendations of the public when the Committee makes its report on the Bill to the Senate," the clerk of the Senate stated.
Kenyans have until 5 pm on Thursday, August 28, 2025, to submit their written memoranda on the Bill.
The council will serve as the national focal point for all population and development matters.
Its main objectives include developing, reviewing, and coordinating the implementation of the national population policy at regular intervals. It will also coordinate activities carried out by various stakeholders and oversee the preparation and submission of population reports.

The Bill outlines key functions for the council, including conducting research and analysis on population issues, developing and disseminating related policies and publications, advising national and county governments on population concerns, providing leadership for population programmes, and setting standards for these initiatives.
In line with constitutional requirements and Senate rules, the Standing Committee on Finance and Budget is inviting individuals and organisations to submit written memoranda sharing their views and recommendations.
Submissions can be mailed to the Clerk of the Senate, hand-delivered to the Parliament Buildings, or emailed to the official Senate addresses.
